    今年(nian)一季度,我(wo)區西(xi)(xi)部(bu)陸海新(xin)(xin)通(tong)道(dao)基礎設(she)(she)施(shi)項目(mu)加(jia)快建(jian)設(she)(she)。日前,廣(guang)西(xi)(xi)社會科學院副(fu)研(yan)究員周明鈞(jun)在接(jie)受記者采訪時表示,西(xi)(xi)部(bu)陸海新(xin)(xin)通(tong)道(dao)建(jian)設(she)(she)應進(jin)(jin)一步(bu)深(shen)化(hua)細化(hua)對應配套政(zheng)策措施(shi),加(jia)強(qiang)省際間跨區域聯動(dong)合作(zuo),加(jia)強(qiang)基礎設(she)(she)施(shi)建(jian)設(she)(she),優化(hua)通(tong)道(dao)效能(neng)環境(jing),與《中國(廣(guang)西(xi)(xi))自(zi)由貿易試驗區總體方案》和(he)《廣(guang)西(xi)(xi)百色重點開發開放試驗區建(jian)設(she)(she)實(shi)施(shi)方案》相銜(xian)接(jie),進(jin)(jin)一步(bu)拓展深(shen)化(hua)和(he)提升西(xi)(xi)部(bu)陸海新(xin)(xin)通(tong)道(dao)暢通(tong)聯通(tong)、融合聯動(dong)、輻射帶動(dong)的綜合效能(neng)。

    周明(ming)鈞(jun)認為,從目前實際情況看,在(zai)西(xi)(xi)(xi)部(bu)(bu)陸(lu)海(hai)(hai)新(xin)(xin)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)的東(dong)中(zhong)西(xi)(xi)(xi)3條通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)中(zhong),自重(zhong)(zhong)慶(qing)經(jing)懷化、柳州至北(bei)(bei)部(bu)(bu)灣(wan)出(chu)海(hai)(hai)口(kou)的東(dong)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)未成(cheng)(cheng)熟,自重(zhong)(zhong)慶(qing)經(jing)貴(gui)陽、南寧(ning)(ning)至北(bei)(bei)部(bu)(bu)灣(wan)出(chu)海(hai)(hai)口(kou)(北(bei)(bei)部(bu)(bu)灣(wan)港、洋浦港)的中(zhong)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)未完(wan)全成(cheng)(cheng)型,而(er)自百(bai)(bai)色(se)至北(bei)(bei)部(bu)(bu)灣(wan)出(chu)海(hai)(hai)口(kou)的西(xi)(xi)(xi)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)已趨(qu)向飽和(he)卻欠暢(chang)通(tong)(tong)(tong)(tong)(tong)(tong),主(zhu)要(yao)是受“既有通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)交通(tong)(tong)(tong)(tong)(tong)(tong)運(yun)輸瓶頸制約”,令西(xi)(xi)(xi)部(bu)(bu)陸(lu)海(hai)(hai)新(xin)(xin)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)的暢(chang)通(tong)(tong)(tong)(tong)(tong)(tong)聯(lian)通(tong)(tong)(tong)(tong)(tong)(tong)效能(neng)(neng)未能(neng)(neng)得(de)到充分發揮。應重(zhong)(zhong)點(dian)加強(qiang)西(xi)(xi)(xi)部(bu)(bu)陸(lu)海(hai)(hai)新(xin)(xin)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)西(xi)(xi)(xi)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)的基礎(chu)設(she)施(shi)及配套設(she)施(shi)建(jian)(jian)(jian)設(she),暢(chang)通(tong)(tong)(tong)(tong)(tong)(tong)壯大西(xi)(xi)(xi)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao),提(ti)升(sheng)西(xi)(xi)(xi)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)輸送(song)能(neng)(neng)力。重(zhong)(zhong)點(dian)規劃(hua)建(jian)(jian)(jian)設(she)黃桶—百(bai)(bai)色(se)、宜賓—昭通(tong)(tong)(tong)(tong)(tong)(tong)—曲靖—六(liu)盤(pan)水(shui)(shui)—興義—百(bai)(bai)色(se)鐵(tie)路(lu),升(sheng)級改(gai)造(zao)昆明(ming)—文山(shan)—百(bai)(bai)色(se)—南寧(ning)(ning)鐵(tie)路(lu)和(he)南寧(ning)(ning)—北(bei)(bei)部(bu)(bu)灣(wan)港口(kou)群鐵(tie)路(lu),開工建(jian)(jian)(jian)設(she)百(bai)(bai)色(se)水(shui)(shui)利樞紐(niu)通(tong)(tong)(tong)(tong)(tong)(tong)航設(she)施(shi),加快建(jian)(jian)(jian)設(she)平陸(lu)運(yun)河,同時在(zai)曲靖、文山(shan)、六(liu)盤(pan)水(shui)(shui)、興義、百(bai)(bai)色(se)、黎塘、柳州、南寧(ning)(ning)等節點(dian)設(she)置布(bu)局多個綜合物資(zi)轉運(yun)配送(song)基地(園(yuan)區),進(jin)一步夯實、拓深西(xi)(xi)(xi)部(bu)(bu)陸(lu)海(hai)(hai)新(xin)(xin)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)西(xi)(xi)(xi)通(tong)(tong)(tong)(tong)(tong)(tong)道(dao)的集疏運(yun)、保配送(song)、快通(tong)(tong)(tong)(tong)(tong)(tong)達效能(neng)(neng)。

    “當(dang)前,西部陸海(hai)新通(tong)(tong)道由于(yu)缺乏有效(xiao)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)支撐(cheng)(cheng),仍僅停留在(zai)(zai)貨物進出(chu)口通(tong)(tong)道功能(neng)上(shang),通(tong)(tong)道的(de)綜合效(xiao)率和(he)整體(ti)效(xiao)益最大(da)化不足,產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融(rong)合和(he)聯動(dong)(dong)功效(xiao)發揮不充分(fen)。”周明鈞(jun)建(jian)(jian)議,大(da)膽探索,先(xian)(xian)行先(xian)(xian)試(shi)(shi),突破區(qu)域(yu)(yu)(yu)、行業(ye)(ye)(ye)(ye)、所有制限(xian)制,試(shi)(shi)點在(zai)(zai)通(tong)(tong)道的(de)滇東(dong)、黔西、渝南、川南等腹地(di)和(he)北部灣沿海(hai)港(gang)(gang)口群(qun)、城(cheng)市群(qun)的(de)兩端(duan),以(yi)(yi)及在(zai)(zai)通(tong)(tong)道沿線(xian)對應(ying)(ying)的(de)物資(zi)(zi)倉儲(chu)配(pei)送區(qu)域(yu)(yu)(yu)節(jie)點上(shang),跨區(qu)域(yu)(yu)(yu)布局建(jian)(jian)設相應(ying)(ying)的(de)資(zi)(zi)源聯合開發型、“三(san)來一補”型、產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融(rong)合型項目和(he)物資(zi)(zi)收儲(chu)供配(pei)基地(di)(園(yuan)區(qu))。重點是在(zai)(zai)通(tong)(tong)道兩端(duan)布局建(jian)(jian)設相應(ying)(ying)的(de)跨區(qu)域(yu)(yu)(yu)混合型產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融(rong)合園(yuan)區(qu)、雙向(xiang)加(jia)工(gong)貿易區(qu)、第三(san)方(fang)物流中(zhong)轉區(qu)、異地(di)物流供配(pei)實體(ti),在(zai)(zai)沿線(xian)節(jie)點統籌(chou)搭建(jian)(jian)對應(ying)(ying)的(de)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)開發、加(jia)工(gong)貿易和(he)物流配(pei)送等支撐(cheng)(cheng)保障平臺,打造若干個跨區(qu)域(yu)(yu)(yu)合作(zuo)、多產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融(rong)合的(de)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈和(he)供應(ying)(ying)鏈,以(yi)(yi)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)園(yuan)區(qu)為(wei)基地(di),以(yi)(yi)配(pei)送基地(di)(園(yuan)區(qu))為(wei)支撐(cheng)(cheng),以(yi)(yi)區(qu)域(yu)(yu)(yu)節(jie)點為(wei)依托,以(yi)(yi)通(tong)(tong)道為(wei)紐帶,引(yin)導進出(chu)口物資(zi)(zi)品種、規模(mo)、結(jie)構雙向(xiang)聯動(dong)(dong),推(tui)動(dong)(dong)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)—基地(di)—節(jie)點—通(tong)(tong)道—港(gang)(gang)口緊密銜(xian)接(jie),實現雙向(xiang)物流資(zi)(zi)源整合與產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)高(gao)效(xiao)匹配(pei),形(xing)成“產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)支撐(cheng)(cheng)通(tong)(tong)道、通(tong)(tong)道聯動(dong)(dong)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)”的(de)新格(ge)局。

    周明(ming)鈞認為,廣西(xi)(xi)作為西(xi)(xi)部(bu)陸海(hai)新(xin)通(tong)(tong)道(dao)(dao)的重(zhong)要節點(dian)區(qu)域(yu),應緊密圍繞西(xi)(xi)部(bu)陸海(hai)新(xin)通(tong)(tong)道(dao)(dao)的輻射(she)帶動效應,主動與(yu)新(xin)通(tong)(tong)道(dao)(dao)東(dong)中(zhong)(zhong)西(xi)(xi)3條(tiao)通(tong)(tong)道(dao)(dao)相(xiang)(xiang)配合(he)(he)相(xiang)(xiang)對(dui)(dui)接,逐漸向粵港澳大灣區(qu)、成(cheng)渝雙城區(qu)、長(沙)株(洲)(湘)潭(tan)“金三角”、貴陽、昆明(ming)等(deng)重(zhong)點(dian)開發開放區(qu)域(yu)延(yan)伸靠攏,建設(she)(she)與(yu)西(xi)(xi)部(bu)陸海(hai)新(xin)通(tong)(tong)道(dao)(dao)輻射(she)帶動效應相(xiang)(xiang)配套、相(xiang)(xiang)輔助的專屬承(cheng)接基地、配套園(yuan)區(qu)和(he)(he)融合(he)(he)平(ping)臺(tai)。重(zhong)點(dian)規劃(hua)建設(she)(she)百色(se)重(zhong)點(dian)開發開放試(shi)驗區(qu)“聯動發展軸”、中(zhong)(zhong)越(廣西(xi)(xi))沿邊加工(gong)貿易試(shi)驗區(qu)等(deng),拓展西(xi)(xi)部(bu)陸海(hai)新(xin)通(tong)(tong)道(dao)(dao)3條(tiao)通(tong)(tong)道(dao)(dao)的輻射(she)帶動內容和(he)(he)功(gong)效,推動各基地、園(yuan)區(qu)、平(ping)臺(tai)與(yu)新(xin)通(tong)(tong)道(dao)(dao)相(xiang)(xiang)對(dui)(dui)接、同成(cheng)長、共(gong)依存。
